Two regulators, two regulatory frameworks
Although CQC, Care Inspectorate and CIW are often spoken about in the same breath, the Scottish and Welsh systems are legally and operationally distinct. Each has its own statutory basis, application portal, evidence requirements, and inspection methodology.
In Scotland, services register with the Care Inspectorate under the Public Services Reform (Scotland) Act 2010, assessed against the Health and Social Care Standards. In Wales, services register with Care Inspectorate Wales (CIW) under the Regulation and Inspection of Social Care (Wales) Act 2016 — known as RISCA — via CIW Online.
What this means for you
You can't reuse a Scottish application in Wales (or vice versa) — and you can't reuse a CQC application in either. Each system has its own terminology, evidence standards, and Responsible Individual/Manager requirements. We work in both jurisdictions and translate the differences into clear, ready-to-submit applications.

What is Care Inspectorate registration?
Registration is the legal requirement for any care provider in Scotland or Wales to be approved by the relevant national regulator before they can lawfully deliver regulated care. Below is a side-by-side comparison of the two systems:
| Scotland | Wales | |
|---|---|---|
| Regulator | Care Inspectorate | Care Inspectorate Wales (CIW) |
| Legal basis | Public Services Reform (Scotland) Act 2010 | Regulation and Inspection of Social Care (Wales) Act 2016 (RISCA) |
| Standards | Health and Social Care Standards | National Minimum Standards + Quality Framework |
| Application | Care Inspectorate portal | CIW Online |
| Key roles | Provider, Manager | Service Provider, Responsible Individual (RI), Manager |

The Cura five-stage approach
Our methodology is the same in both nations, but the underlying frameworks differ. We adapt the approach to whichever regulator applies — Scotland or Wales — using the right standards, terminology and evidence requirements throughout.
Diagnostic
Service model assessment + regulator mapping (Scotland or Wales).
Strategic build
Statement of Purpose, policies, business plan with 2-yr financials.
Application
Care Inspectorate portal or CIW Online forms completed & reviewed.
Interview prep
Mock interview for Manager (and RI in Wales) with structured feedback.
Iterate to approval
If the regulator queries or requests amendments, we diagnose, rebuild and refile. Resubmissions included.
A realistic registration timeline
Both regulators publish target processing times, but real-world timelines depend on application quality and the regulator's current capacity. Typical end-to-end registration in either nation takes 4–6 months:
Phases in teal are work we deliver. Phases in lighter teal are the regulator's internal review timelines, which neither we nor any consultancy can compress.

Common reasons applications stall
The most common pitfalls we see — and how our methodology addresses each:
Using English/CQC terminology in Scottish or Welsh applications
CQC language doesn't translate. Scottish applications need Health and Social Care Standards language; Welsh applications need RISCA terminology. Mismatches read as inexperience.
→ Our methodology: jurisdiction-specific documentation, using the correct legal and standards framework.
Underprepared Manager (or Responsible Individual in Wales)
Fit-person interview underperformance is a leading delay cause. Wales especially requires both a Responsible Individual and a Manager to clear interviews.
→ Our methodology: structured mock interview with feedback against the standards framework in your nation.
Thin business plan and financial viability evidence
Both regulators expect credible 2-year financial projections, market analysis, and evidence the service can operate sustainably.
→ Our methodology: full business plan with monthly cash-flow projections and SWOT.
Generic Statement of Purpose
A Statement of Purpose copy-pasted from a template (or from a CQC submission) won't pass scrutiny in either Scotland or Wales.
→ Our methodology: bespoke Statement of Purpose written from your service model up.

Frequently asked questions
Yes. We support providers registering with the Care Inspectorate (Scotland) under the Public Services Reform (Scotland) Act 2010, and providers registering with Care Inspectorate Wales (CIW) under RISCA 2016. Our methodology is the same in both nations but the documentation, terminology and standards framework are tailored to whichever regulator applies.
Care Inspectorate regulates services in Scotland under the Public Services Reform (Scotland) Act 2010, assessed against the Health and Social Care Standards. CIW regulates services in Wales under RISCA 2016, assessed against the National Minimum Standards and Quality Framework. The two regulators have different application portals, terminology, and role requirements (Wales requires a Responsible Individual in addition to a Manager).
No. Each system has its own legal basis, terminology, evidence standards, and standards framework. A CQC application uses Health and Social Care Act 2008 language and the CQC Single Assessment Framework — neither of which apply in Scotland or Wales. We can adapt the underlying service model, but documentation needs rebuilding for each jurisdiction.
Typical end-to-end registration in either nation takes 4–6 months. The regulator’s internal review timelines account for the majority of total time and cannot be compressed. The work we deliver — documentation, application, interview preparation — typically takes 4–6 weeks.
Under RISCA 2016, every Welsh service must have a Responsible Individual (RI) — a senior accountable person who carries strategic accountability for the service. The RI is distinct from the Manager (who handles day-to-day operations) and must be approved by CIW as part of registration. Scotland does not have an equivalent RI role.
The Health and Social Care Standards are Scotland’s framework for what people should expect when using care services. They cover dignity and respect, compassion, inclusion, responsive care, and wellbeing. All Care Inspectorate registrations and inspections are now assessed against these standards.
You don't need to be based in Scotland or Wales to register — but you do need a registered office accessible to the regulator, suitable premises for the service (where applicable), and a Manager (and RI in Wales) who can perform the role effectively. We can advise on the practical arrangements.
You move into ongoing compliance and inspection readiness. Care Inspectorate and CIW both have inspection regimes for registered services. Frequency varies by service type and risk rating. We can support you with ongoing compliance and mock inspection planning.
Yes, both regulators have appeal mechanisms. In Scotland, appeals go to the Sheriff. In Wales, appeals go to the First-tier Tribunal (Care Standards). Appeals are an exceptional pathway and not always the right route — we typically recommend addressing the reasons for refusal and resubmitting first. Appeal support can be provided as an optional add-on if warranted.
