Children’s Homes (England) Regulations 2015
The Children’s Homes (England) Regulations 2015 are the regulations governing how children’s homes in England must be run, and they contain the quality standards Ofsted inspects against.
Children’s Homes (England) Regulations 2015 in practice
They set out the duties of the registered person, the standards the home must meet, and specific requirements covering matters such as behaviour management, restraint, children going missing, and the independent visitor arrangements.
The quality standards within them are outcome-focused rather than prescriptive. Each sets out what the home must achieve for children, with underpinning requirements describing what the registered person must do to achieve it.
Policies bought off the shelf and never adapted are a recurring problem here, because the regulations require arrangements specific to this home, these children and this staff team.
